In trying to raise awareness for the sex trade problem in the Philippines US Ambassador to Manilla Harry Thomas told a group of judges and political officials that nearly half of the men coming to the country do so for their sexual tourism. Government officials quickly disputed that prostitution, which is considered a crime by women alone, is such a large issue.
