Although he wasn’t in his car at the time, Justin Bieber has issued an apology to the family of a photographer who was killed while trying to take photos of the pop star’s Ferrari which was being driven by Young Money rapper Lil Twist on Los Angeles’ 405 Freeway. Police say the driver of the car who hit the man while he was crossing the freeway to return to his car will not be charged in the incident.
